This is the Fashion Royalty FR "Glimmer Luchia Z" by Integrity Toys, released in 2008.
Although it is an unboxed and unused item, there is some age-related deterioration and box damage.
The outfit is made of synthetic leather, which may have deteriorated.
Since it has never been removed from the box, the operation has not been confirmed.
There is also a brown cardboard shipping box.
The sides of the white cosmetic box have yellowed due to aging (difficult to see, but visible in photos 9 & 10).
This is a very old product. Although unused, it has been in someone else's possession.
